2010 Conference Registration Form
The 2010 Annual conference will be held at Mountaineer Racetrack and Resort in Chester, WV. This year’s focus is on Partnerships. Covering a wide array of ideas and methods for forging new partnerships with organizations throughout the state involved with apprenticeship, recruitment, and future work opportunities.

The 2010 Annual Apprenticeship Banquet will be held on Wednesday, September 15th. Registration starts on Tuesday, September 14th at 2:00 PM. Guest speakers presenting information at the Banquet:
- Janis Gunel – WV Women Work will be presenting awards to apprenticeship programs that actively recruit women for apprenticeship positions. Working with the US DOL/Office of Apprenticeship, Janis and her team will deliver these awards recognizing Specific Apprenticeship programs for their hard work.
- Joyce Okes – WV Workforce Investment Board Reg IV – Joyce will be discussing the work of the Partnering With Apprenticeship Team for the state of West Virginia. A special team of Workforce poersonnel, Apprenticeship professionals, employers, and community organizations are working to build strong linkages and partnerships to improve relations and recrutment opportunities that will benefit Apprenticeship and the future workers of West Virginia.
Door prizes will be awarded at the Annual Banquet. Meet and Greet will begin at 6:00 PM at the Banquet location and dinner will be served following. We look forward to seeing you there.
You will be able to register each morning starting at 8:00 AM as well. Each evening, you can join us at our hospitality room (sponsored by the WV Constructors Labor Council) to mingle among old friends and make some new ones. The relationships created through the WVJLUMATAC conference are some of the most beneficial. A opportunity to bring employers, government officials, labor leaders, and training professionals together is never wasted time.
Agenda of Speakers:
DAY 1
- Ken Milnes – Keynote and the work of Apprenticeship programs in West Virginia
- Skip Gebhart – GI Bill Benefits and the current status of OJT programs within the VA benefit administration
- Sarah Halstead – WV GreenWorks and founder of the WV Chapter of the US Green Building Council speak on what “Green” is and what it means to our contractors and the front line workers in the field. Sarah will discuss the need for a trained workforce in this emerging industry and what needs to be done in order to perform on these high profile projects. Partnering with USGBC is a way to keep on top of the industry and what will be required of workers and those entering the job market in the near future and now.
- Dr. Martin Olshinskey – Apprenticeship programs have embraces Associate Degree programs for years. Dr. Olshinskey offers a new idea on developing programs that deliver core business skills that add value to the technical skills gained through apprenticeship training to prepare our future employers and contractors of tomorrow. Dr. Olshinskey’s ideas may have a profound impact on applicants and current apprentices that are seeking a pathway to future business ownership.
- Green Construction Panel – What does Green Construction really mean? This discussion forum talks about the funds that are being released for renovation and new construction that stipulate “Green” construction methods. From LEED ratings to products and processes, attendees to this session will walk away with a clear vision of where the market is going. Training programs, contractors, non-profits can all benefit from understanding what this market diagram really means to employers and workers of all trades.
- Pam Curry/Marylin Wrenn – WV Center For Economic Options - Entrepreneurs are the future of employment in West Virginia. Simply having an idea of what you want your business to be isn’t quite enough. Discussing options for business start-ups and how to link you business with end users seeking qualified workers/business is the key mission of WV CEO. They’ll be discussing the emerging industries in West Virginia and how they can assist with linking End Users with the labor pool and services they require. WV CEO will wrap up the whole day and sum it up with clear pathways to success.
DAY 2
- Rick Gillman, WV Dept of Ed – New technology is around us everywhere. Modern methods of providing instruction are largely untapped. Mr. Gillman will discuss some of the new methods of providing instruction using technology. Learn to recognize options available to training that are commonplace for the new generation of learners we work with every day. From Distance Learning to Social Networking, Mr. Gillman can introduce you to new ideas and maybe change the way you think about training.
- Partnering with Career & Technical Centers – Apprenticeship programs struggle with finding applicants that understand the market they are entering. Many organizations are seeking adequate applicants for their programs and Career & Technical Centers are an untapped avenue for finding quality applicants. Creating new partnerships and linkages between Career & Technical Centers and Apprenticeship programs can produce positive rewards for everyone.
- Today’s Career & Technical Education – What is the current state of Career & Technical Education? Dr. Kathy D’Antoni will be with us to discuss what’s going on with Career & Technical and discuss their ideas for improving this valuable resource. Dr. D’Antoni and her teams are making positive developments in this department.
- Creating Partnerships and Linking Apprenticeship – an open discussion forum to discuss new ideas for linking Career & Technical Centers with Apprenticeship programs. Without a conversation between Career & Technical and Apprenticeship programs, ideas fail to ever be developed fully. This session will allow everyone present to offer ideas and suggestions from both sides so that we can develop a true “partnership” between the two groups.
- Steve White – Steve White from the ACT Foundation will be with us to discuss legislative issues if interest to anyone interested in the world of Apprenticeship. Tax Credits, training, contractor needs, etc. Steve will also introduce ideas for the emerging Marcellus Shale Industry and what it could mean to the future employment of trained Workers in West Virginia.
- Marcellus Shale Talks – What is this industry and how does it affect workers and our state? A conversation between all groups involved. What does this industry mean to future workers? Attendees will leave this session understanding what the needs of the industry are, what regulations are being developed for the industry and what training may be necessary for preparing a workforce for this lucrative industry.
- OSHA – Rich Jeffries from OSHA will be discussing the possibility of OSHA’s new Oil & Gas OSHA 10 that is being developed for the Marcellus industry. Attending this important session will give you the information you need to work in this industry. Few regulations apply at this point to the industry but that is subject to change. Be on the forefront of the market and find out how to be involved in protecting our ability to secure work for our trained workforce.
DAY 3
WV JLUMATAC Business Meeting and Conference wrap up. Planning for the next year of improvement.
